This image is simply about a fish doing "underwater work"! I happened to have this idea then I sat down creating it in Photoshop. The feeling of being in the water is the biggest challenge for me in visualizing the idea. I have "ignored" other possible surroundings such as weeds or something in order to emphasize a dramatic sense in the picture.

It took me quite a while to get any idea of what was going on here. I still can't understand what the rivet-faced fish is holding (or why it's got rivets on it's face). Re-working the scene so that the worm is closer to the center of the image would help those who view this see what's happening here. Simply expanding the border and adding more open water would help that. The waters atmospheric shadows are a good way to make it look under water, but I think the hook is casting way too much shadow. Just tone the shadows down a lot and you'll be fine. For the sake of simplicity, I would recommend getting rid of the shadows in the lower right that go against the grain of the rest of the shadows. On the side of things I do like here, the translucency of the worm looks good, which is one of the reasons I think it should take a more central role. The top surface of the water also is convincing and helps tremendously in giving the under water feel. I hope you keep working on this and maybe explain what is going on a little more thoroughly. I was about to tell a fish using that tool to melt down the hook to get the worm while avoiding being caught if it swallows the victim directly.
Your suggestion is inspiring, havin' helped a lot to me re-consider the elements in the image. Thanks :)
I want to make the fish look more amusing, do you have any idea on that? The mask he wears is necessary because without it his eyes would get hurt when exposed to the heating light. As for this character, maybe to extend his lips forward a bit can contribute to a funnier looking.

For me, I think a more traditional welder's mask would be amusing, and would be easier for people to understand. You could still have some room to show the face and some facial expression.
