Hi!
I think you need to render the boat as a separate pass and then composite the boat over the water, but maybe someone else has a better solution...

I have no idea if this would work, but maybe some sort of boolean function? Why are you rendering this in one pass?
Render both in one pass (so you get the boat reflecting in the water if necessary) and then render just the boat with the visibility of the fluid off. Comp together and you've saved hours of headaches.
This looks like a post for the Maya board.
