thats easy:

but u need to know how to work with combustion and some color correction methods.
and u will need to work with particls too.

The glowing lines were probably done using the AE plugins 3d Stroke or Particular. There are ways to do it in Max and Combustion using their built in Particle Systems. In 3dsmax you can use the commercial plugin Ghost Trails (http://www.bytegeistsoftware.com/prod01.htm) or the freeware plugin Trail v3.0 (http://www.lastjedioutpost.ru/Plug-ins/Trail/files/Ky_Trail7.zip).

You could use simple splines with a little noise and a moving FFD(WSM) deformer moving thorugh them. Aplly several selfilluminated materials and some glow.

i agree with scrimski, but dont bother with the glow cuz it will take time rendering, aplly the glow using shin plugin for combustion or AE.

I can use 3D Stroke, but many people use it, so I am looking for some new effect.
I can use also Maya Paint Effect.
I try to make thise lines in few ways:.
1. Buid a tube+noise+some animated texsturet on it, etc.
2. I use PFlow to put to work particles and is nice effect with object blur and mental rey,with material luma glow and some folloff.
3. I try also use long hairs, track to some animated object and then some of dynamics:)
4. Cloth - now I try it.

Best of thise inspiratins :) is PFlow.

I wona make a effect like bullet is diving into the water and leave some of air lines (bubbles) and then glow it.

If any ideas please let me know.
The plugins from PiXeL_MoNKeY are very interesting, thanks.
