I was recommended to use the defocus filter but i can't find it have they change the name?

I am using PsCs2 v.9

What is the new name?

I have never used the defocus filter before so I am not sure what it does, is there any other filter that has the same eftect?

I believe what you're looking for is lens blur. Filter > Blur > Lens Blur
