I've never used melscript, but a few things to try.

Backslash instead of forward slash, forward is for internet, back = local (I think)
c:\Documents and settings\name\My Documents\maya\scripts
Final slash on the address
c:\Documents and settings\name\My Documents\maya\scripts\
Double slashes
c:\\Documents and settings\\name\\My Documents\\maya\\scripts
and maybe its case sensitive so make sure it matches the actual directory names.

Thanks. I've sorted it out now. Couple of thing could have don it. 1. I put thee script in the /7.0 folder instead of the non specific /maya/scripts . Then I had forward slashes instad of back's.
