If I'm following your question, you should use the custom shape tool in Shape Layers (vector mask) mode. You can then use a layer style to drop a stroke on the shape, which you can manipulate with Direct Selection tool.

Remember PS is a pixel based app and vectors are merely containers for pixels. For example, if you draw a path with the pen tool, and stroke it with a brush, pixels are dropped on the canvas along the path, and their position is not editable. Vector layer masks offer a little more flexiblity, as the shape of the mask is editable, and the corresponding layer styles will obviously follow the changes in the mask's shape.

Add a vector mask to a layer first (Layer, Add Vector Mask), then you can draw shapes on it. If you create a shape first, it will create a new "solid color" layer with your shape as its vector mask.

When creating a custom shape, select the create path tool, then go to the path palette and click on the path to make it active, then select the free transform tool(ctrl t) to edit the size of the shape. Also you can select a and shift a to acces path selection mode(direct selection tool), then you can edit points on the path manually.

Hope this helped.

1. draw your shape. it should appear as a new "Solid Color" layer with a vector mask.
2. right click on that layer. choose "Blending Options..."
3. click "Stroke" in the Layer Style window that appears.

Ah now i see what you mean. Create the path then go to the paths palette and right click on the path and choose stroke, this is based on the brush you have selected, so if you have a 9px brush it will stroke the path with 9px. If the option is grayed out then you haven't got a brush selected, you need to have the brush tool active to make it work.

Hope this is what your looking for. :)
