no need to do this key by key!
just open a trackview, and select the keys you want to change.. Then type a value in the second textbox at the bottom (the first one is the keys' time).
Check the attached gif to see what I mean...

that's strange, i can't apply a value into this box. unless i'm in time mode.
is it also applied to max 4?

it doesn't work on point3-controllers. for example bezier-positions, in which each key actually has 3 seperate values: x, y and z...
if this is the case, you should be able to do it using the "function curves"... see attached pic;

i did need it for the bezier position so i edited the trajectories for this, instead, and it worked out for me.
but anyway i tried to use what you mentioned on a tcb rotation controller and it also didn't worked out. :hmm:
