I've got a 3meg texture on a NURBS grid. The camera doesn't get that close, but it looks really bad as if the texture/picture is low rez. The only thing I can think it might be is that I'm using the alpha, with has portions that are more transparent then others. I've used alphas a lot and have never run into this problem, so I'm just taking a guess that this might be the problem. The Render Globals are production value.
