Can a regular IK rig be set up using all the functions in MOCCA? Can I use the Claude Bonet, Bone tool, set up anchors, goals, all that stuff that's included with MOCCA but NOT use Soft IK??

Hi,
absolutely, Claude Bonet just sets weigth maps for bones. There is no direct connection to SoftIK

I don't think it's possible to use up-vectors without using softIK, but I hope I'm wrong. I suspect there's a not-too-difficult way to accomplish the same thing with Xpresso in any case.
