Have you actually applied the weightmaps to the bones, im guessing not. Select the bones, open properties, its all in there.

have you rested all your bones?
check if all bones have the right WM in layout.
Two comments:
1 -- try to give very explicit bone names for future understanding of your rig.
2 -- avoid WM as long as possible. Do your rig first and add WM in areas where you can't fix deformations using the additional bones.

Your problem is caused by that you don't have enough number of bones! When not using Weight Map every single part of object *must* have bone inside, otherwise geometry will be modified by the closest bones, as you would expect..
Weight map should be avoided whenever possible, and you should not mix in the single object bones with weight map set with not set.. Also remember that weight maps should not override other bone's weight maps, otherwise you will have weird twisted object, hard to debug.. It's very easy to make mistake and select accidently points used for other weight map already.. Weight Map exclusive mode is mostly for technical modeling and models for real-time 3d games..
