Hey, this was my first thought, too :) BTW, Jin Roh rocks.
But I like the picture. But perhaps the background should have more details to give the image more depth.

Yeah, the guy on the left is pretty Jin-roh minus the cool red-glowing goggles. The guy on the right looks like the cops on Ghost In the Shell.

For a photoshop first, this isn't bad minus the critique given by the previous posts. One thing i notice is that there's some color bleeding beyond the lineart on both guys. Ex. the guy on the right has some red coming off of his helmut and both guys have a white halo in some parts.

Otherwise, I'm glad you didn't resort to using filter badness like clouds and excessive blur. Keep practicin'
