I have not used photoshop much but I am able to make basic textures. I am trying to make a multi colored pallet texture and dont know how to get this.

Here is a pic of what I am trying to create. If somebody could tell me how it is made I would greatly appreciate it.

There are a number of ways to do this. I am guessing (the easiest way I can think of) is combining several small canvases to one master canvas. Doing the brush work on each square on a seperate canvas and then cropping them out and joining them together on a new canvas. Just a guess, but that would be the easiest way I know of to do something like that.
