CGTalk - moving constraints

Hi, im using 3ds max and for some reason, the movement constraining arms no longer work, i have then turned on, but when i try to move something, even it i use only one arm, it can go in 3 dimensions, and theres a green line connecting it to its original position

is this some function i mistakenly turned on?

Maybe your snaps toggle?
