I just found this out by chance.
I thought you could not import material groups.
Well you can't really, but if after you import materials that were in different Material Groups in the original scene, you then create x-amount of groups, the imported materials will be re-grouped accordingly. This is very usefull if you work with a lot of presets.
Could be a beneficial bug? ( or maybe intentional, just never knew about it!)

very good to know, definite bug. obvioulsy they are using some id number so when they come in they dont' ahve groups, but each material has a specified ID to place it into group 3 or group 4 etc.

Useful until you import them into a scene with different material groups, then they jump to the correctly-indexed-but-differentely-named group in the new file where you have to hunt them down. I'd much prefer it if they remembered their groups' names (e.g. "Metals"), went there if it existed, and created the group if it didn't.

Thanks for pointing out. It is apparently a sometimes beneficial bug, apparently sometimes not.
I agree with you, the best would be if we were asked upon import to:
a. discard group arrangements ( all imported to 'other').
b. create new groups, similar to the imported scene, and if such names exist in the current scene, to duplicate the group or place in the existing group.
c. import all to one new, single group
