Well, its pretty simple after you do it a couple of times.
First you select your UVs in the texture editor, then go to Polygons>Copy UVs to UV set>copy into new UV set>options. Type in what you want your new UVs set to be called and press Apply and Close. You can also first make a UV set and name it using create empty UV set and then copying your UVs into that new UV set. I usually do the first way, because it tends to save me a couple of steps.
After you have copied your UVs, then click on your object and go to the Window>Relationship Editor>UV Linking>UV-centric... you'll see map1 which is the default UV set, then you'll see your newUVset underneath. Connect that new UV set with the new texture you want assuming you've created one already. I find that selecting UV sets from the relationship editor is a lot more reliable than choosing Image>UVsets>YourUVset in the panel window so make sure YourUVset is selected in the Relationship Editor and check to see if your texture is loaded correctly in the UVeditor panel and your viewport panel. If not, Maya can be a little buggy and not want to show the texure right away in the viewport so deselect and reselect your object. It should show on your model. Sometimes a render is needed. [I know. It's a pain in the ass sometimes]
Another pain is having to close/open the Relationship Editor everytime you make a new UV set or Material in the Hypershade. It won't show up in the Editor until you've done so. At least for me.

If anyone wants to tell me how to get rid of annoying leftover UV sets after you've deleted geom. then reply to this post. I'm having difficulty finding how to delete an unused UV set since Maya won't let me switch to the UV set in the texture editor. There's an error saying UV set does not exist on geometry. Hypergraph maybe?
