I'm working with adobe premier, and i wondered if there is a way to create a stop action and a keypress action. So i play a video, make it stop (pauze acctualy) and with a keypress make it play further. It's like in Macromedia Flash MX.

I may be wrong since i don't use premiere from long ago but isn't that what the spacebar does?

You are right, but that isn't exactly what i mean. I mean in the video itself when it is exported.
Here is an example:
-->I make a video and, on let's say "frame 75", i build in a stop action. Then i build in an action that whenever I push, let's say "X" the video continiou's.
--> i export it
--> i play it in quicktime (or something that supports interactivitie) and when it reaches frame 75 the video stops.
--> i now wait a random time and then I press "X", the video starts playing again from frame 75

video editing apps just arnt build for that stuff.

So what would you suggest, building it in macromedia flash?
But this has the problem of not being so flexible with the editing itself.

You would need to edit it first into two movies, one for before and after the stop. Then import the two movies into into flash.

I'm not sure if this is what you need, but you can use chapter markers if you want to export it for dvd.
I never used it myself, but it might help.
edit: you can also play a bit with powerpoint.
I know what do you mean and you can definately do that. i don't know how in premiere.. i use sony vegas.. you just have to turn the velocity to 0 and then strech the end of the videoclip longer. i presume it may work pretty much the same way in premiere.

But this has the problem of not being so flexible with the editing itself.Edit in premiere, export the whole movie, then do the controls in flash. For example, the google video player is flash.

You could go to the frame you want to pause on, and split the video there, and then while on the frame, go to export a single frame (with the correct pixel ratios) then import that frame back in to the timeline between the split you just made in the video, and then drag it for however long you want the pause to be.
I think what Killer-q wants is that in the final video, the playback stops on frame "X" indefinitely until the user presses button "Y" to continue playback. If one were to do the solution where a frame is frozen in the timeline... playback will resume without any input from the user once the frozen frame's end point is reached.
This cannot be done with Premiere exclusively. As others have pointed out, one will need to export the videos to Flash or Director or a DVD authoring environment to make this happen.
