the low cost version is available at: http://www.cyberzeka.com/czk/gID~50~lang~en~products.html
Your graphics card must a tv out to use that plugin.
The professional solution would be a videocard from Decklink or bluefish444.
With some of these cards capturing is possible also.

Avid hardware will probably never work with anything else besides avid, they don't want combustion to be able to use their hardware since discreet / autodesk are a competitor. The Decklink cards are definitely your cheapest option.

If you have a MiniDv camera you can use firewire to preview on a monitor. Just connect the cam to your computer via Firewire and hook up a monitor to the cam's AV outlet. You'll have to set the framebuffer prefs to the appropriate Firewire setting.

Works great for me.

A DV deck would do the job too.

Agreed. Afaik liquid is a NLE for DV (at least liquid.purple was a few years ago), so you should have a DV player/recorder (or a camcorder) for capturing your footage anyway - use it.
Matrox offers a WYSIWYG(what you see is what you get) plugin for a variety of programs for its graphic cards.

I (have to) use one for my editing jobs and the plugin works well with Avid Xpress, Photoshop, AfterEffects.
