Nope, not exactly, the end caption reads "stay alive longer to find the one". That would just encourage people to live long enough using condoms, i don't think it promotes wedding.. well, i for one did not see it this way :)
I don't know who realised the commercial, but i'd be curious..

It wouldnt air in america cause god forbid theres a nipple or two in the short.
I actually liked it very much, I dont think it was promoting weddings as much as condoms, and how you should stay safe even if its with a guy with an extra small peenus.

Please less chips on our shoulders. I thought it was a great fun little animation.
It's just promoting safe sex, don't sleep around too much (standard advice about AIDS and all sexually transmited diseases) while also saying don't be too scared to enjoy life and be normal either, and packaging it up in a cute story about trying to find the right person. Which also helps re-enforce the message that there's nothing wrong with looking for fidelity and commitment in your relationships (point 2 again).

Well, it is broadcasted on french tv, and i'm not even sure it's on every channel, when i first found the link (via 3dvf (http://www.3dvf.com) ) it said it was aired on Arte (http://www.arte-tv.com) channel (a german/french culture channel).
*edit : i was wondering, it was made by Akama studio (http://www.akamastudio.com/).

Ah I see, I was just wondering how progressive France was on the subject. If this can get real air time then I can only surmise that the french are taking a realistc approach to our... ahem natural instinct.

I liked teh clip but I personally don't feel teh message is very clear. It seemed she used a condom when she was goinga at it for the first time and had her heart burnt afterwards. So.. I don't knowits not very clear to me. Staying with a good guy despite a small penis makes sense as a message but then i wouldn't understand the black guy since he had a really big one and yeah..

Just talking about everyday life, you know. The whole "guys are bigger are better" thing isn't neccessarily true, alot of girls are scared of that. And everytime sex was involved she was there with a condom, promoting safer sex. Whether you do it once, twice or a dozen times, use fresh condoms, whether the guy is an ass or a sweetheart, big or small, use a condom, have fun, it is ok to be scared, and love prevails, blah blah blah.
Nicely done in my opinion. :)
The small penis things was distasteful in my opinion, but thus is society. Anyways, great jobs to the makers.
