Go into the Effects Menu, press the Magic FX button, sing and dance.
Seriously, explaining what kind of 'magic' you try to achieve would make this much easier. I can do tons of different FX on that, but I'm too lazy(busy?, not bored enough?) to write them all down.
So please provide some more information or a reference or any example about your goal.

OK, there you go.
Create a new composition with the empty chair layer below the 'person in the chair' layer
Create a new solid layer in the timeline on the 'in point' of the layer with the person in the chair. On that Layer draw some lines using the pen tool(for masks). be sure not to close the lines, but create a few lines laying next to each other in whatever direction you wish.
Animate the lengths of that lines, apply a stroke effect to the lines, animate it. Apply a glow effect on the lines(after the stroke), animate it. Play around with the blend modes, try adding additional layers with different settings and shapes for the strokes, lines and effects.
Add some sound fx, done.

Scrimski i never really grasped the importance of creating solids. If he makes a solid and added the lines and effects that you suggested how would he see the footage below the solid color which is the top layer?

There is a setting in the stroke effect that allows you to composite over transparency.

Shayder if you could explain how to use the solids I would love it. I never really grasped the point of it. Can you use it as simplyl to create another layer for effects and such without touching the footaga layers?

I figured i would make my effects and such then lower the opacity of the solid color but it lowers the opacity on my effects also so that dont work.

Do the following.: Create a new Comp with whatever footage. Create a new solid, color dioesn't matter, create a few strokes with the Pen Tool on it. Aplly a Effect->Rendering Filter->Stroke on it. There is a button in the Effects settings where yu can choose how to use the stroke effect, set it to 'Transparent'. I use the geramn versions so the names might differ.
Other effects may have similiar options to choose or even different blend modes.
go to www.creativecow.net for some After Effects tutorials or www.ayatoweb.com, usefull stuff.

Your advice have been useful to me too. Thanks for that. I have a question about the strokes. I really liked the glow effect being animated on strokes and the strokes being animated themselves. I just wonder how can I hide the strokes but keep their animation and glowing effect. I am trying to make an outdoor enviroment more realistic and I would like to animate some masks with glow effect inbetween the houses to give it some more "air".
If you have an idea how I could do that in a better way I would appreciate that.
