first: pencils: 2B Pencil
Size : 1.0
Opacity: 50%
Grain : 60%
Resat : 100%

second: new layer and then according to the figure brushstrokes.
second layer Opacity(80%) repeat limn
third layer Opacity(100%) according to dash area.

third : layer again
Paint Bucket -- Gradient -- Hue
finally pencil(2B Opacity80%) paint high light .

Hah, sounds pretty meticulous to me!
The pencil shading on her legs and the textures on her gloves and scarf are also pretty interesting. It's an interesting mesh of techniques.
