A matte is simply a photographic plate that has a secion of it cut out i.e. matted out. Once that section is removed other things can be replaced over or under it to create an effect impossible or prohibitively expensive in a traditional live action setting. Or in the case of a good digital matte painter, prohibitively expensive to model in 3D.

Or, if you use google image search, you quickly find this, as the number one image: http://www.matte-racing.de/images/wallpaper/matte-racing-wallpaper1-1024x768.jpg
a little off topic but hey, if all mattes were like this the job would be much better :-).
