To select specific colors, use Select->Color Range, or use the magic wand tool.

To isolate outlines for painting though, you may be better off with Levels, Curves, threshold, or Brightness/Contrast. You can adjust your image so that it is white except for the black lines. Then set the layer blend mode to multiply. Create layers under the outlines, and paint your colors onto those new layers.

If it were me I would just use the magic wand with the anti-alias turned off, threshold set to 0, contiguous unchecked, zoomed into about 1000%, select the color I wanted and then shift-click to get the rest (assuming that I only needed to grab 5-10 different colors).
