Radio bandwidth - 100Hz - 4000Hz
Telephone bandwidth - 400Hz - 2500Hz

You may also want to bookend each sample with a short burst of white noise, to really sell the notion of a walkie-talkie. While if it's more of a futuristic sound you're after - you could reduce the bit-rate.
