Im not sure. My problem I have is with getting textures to rotate and follow an edge. When I apply them on a plane, everything is all hunky-dory. Yet when I rotate that object, the image sticks and does not co-operate. I know it's something silly im forgetting somewhere... i've just been up too long tonight I guess.

Use Rotate-Arbitrary-Axis, it will rotatet selected polygons relative to a 2point polygon in the background layer (which you'll obviously have to create from the points in your edge). The version that ships with LW is static, but I believe there is an interactive version available through FLAY aswell, called about the same, with just Realtime addded to it's name. There might be one that rotates depending on points selected in the FG layer aswell, I wouldn't know. If you do find one, please tell me :)
I don't know of any "EdgeWelder", but you'll be sure to find a multi(point)welder at FLAY, which in effect, by welding neighbouring points would weld edges.
Not sure what you mean by weld edges. Edge Tools has something? Selecting adjacent polys and Shift-Z to merge them?
As for rotating on edge, try Umezawa Masayuki's VAxis_Roller (http://plaza17.mbn.or.jp/~PICTRIX/lw/ls/Varoll/)
To use it, the first two points you pick in the layer set the axis, then anything selected afterward is rotated around that axis.
It works very well.
