let's see a wireframe....the texture is making it hard for me to see the form of the model...

The wireframe is good
You have to re texture and light it

If your goal to make some cartoony Al Capone u pretty near the your goal. If u trying to make some realistic model u need lot of work on it...
Look at the pic i posted , your mesh have some 5 points areas that stressing the mesh flowing . Try to avoiding areas like this. Also if u going to animate this model u will find that better to model edge loops that run like facial muscles.
U can easy delete some edge loops (like edge loop on nose that closed on the under nose area) without stressing your model.

yes you must be careful for the loops.
use spin quads tool. its very useful for this.

I've been doodling with my Capone WIP just now, added hair and tweaked the facials a bit, looks better, and I'm going to go in-depth with the textures now and than it should pretty much me finished, i'll post the finished product for you guys to C&C :) *peace*

Lots of tris....I try and avoid them if possible...keeps the mesh cleaner....
