hi there
for the tube use a mental ray mat for the tube:
put a glass shader in your surface slot
if you want it coloured then just change the diffuse colour
copy the glass shader to the shadow slot
set up a new mental ray mat for the lights:
put a glow shader in the surface slot
you can change the glow color if you want
and up the brightness (just try some values)
set the transparency to 0,5 (or something like that)
select a new slot in the material editor press g and select the mental ray glare (lume) shader (if you donīt find it you have to unlock it first. how to (http://jeffpatton.net/Tips-page.htm))
set the quality to 3 lower the spread just a bit.
hit f10 go to the renderer tab and scroll to the camera effects section
drag n drop (instance) the glare shader to the output slot of the camera shaders
now activate final gather
and render
this stuff renders really slow so this might not be the best way to produce this effect, but that also depends on what you want to do with it.
here are my results
scene contains a spot light and a hdri map for reflections.

i didnīt bother much about optimizing the final gather settings so there are some spots n stuff
hope this helps
