Basically, a bunch of comics are being turned into digital comics through after effects, as well as other programs. Now, the easiest way of course to do animation like this is to have drawn backgrounds as well as foregrounds like cell animation. Problem is they're taking existing work. So, are they redrawing the backgrounds on a different layer or are these tricks in after effects that maybe I can learn (and if so, are there links to a tutorial or at least a particular term I can google)?

Thanks in advance for any help, this is a technique I would like to employ, I just need to learn more.

Either send a link to the page and let us know which vid to open, or give a link that works.
Illustartor has a vectorize tool in its newest version, or you can apply filters in PS/AE.
But, I have to see the vid to understand your question.

I donīt have the mediaplayer viewer and I donīt intend to install it. So I canīt help you out any futher.
