i think that they are either sub dividing the two lines so they have more vertices or joining the vertices to make a new face and then loop cutting the face. i could be wrong though :S

You are creating a new face (either by extruding and edge or using the append tool) and then cutting this face into smaller sections do you can better form the shape of the groin (i.e. cut it up and move edges around). If you look on the sie of the model there is also some reshaping going on there - looks like from steps 1 to 3 an edge loop has been moved round closer to the spine to better form for shape of the back and butt.
