Welcome everyone! Can somebody tell me how this kind of graphics can be done?

Is there any software that can change a photo into drawing-like graphics? Very often this kind of graphics is used in Flash presentations.
Looking forward to any clues ;)

Looks like a 3d model to me, not a drawing. :)

I know Painter has a way of coverting Jpegs images into artistic renderings. I never tried it out myself but I do recall seeing this after grazing through the manual.

Some 3D programs also have the ability to render artistic strokes.
