i think you should check a bit about the anatomy of newborn children.
use photos as reference and keep faithfull to the analogy of head/character height
even if you are creating a more cartoony style...
you should also do a bit of reading about the Uncanny Valley theory by Masahiro Mori.
the baby is definatelly going down the valley if u know what i mean...
But it is a good start..
If it helps you should roughly build up the body and use any kind of references...
then go for detailing fingers,feet hands etc...
