well i've never tried it but i know that u can import .AI (adobe illustrator) files in 3ds max,if u can reexport them in .3ds format then may be u'll bw able to get them in rhino.

You can only use raster images in Rhino as blueprints for tracing purposes.
You can however, use paths created within photoshop as long as you copy them to illustrator and save the Illo file as version 8.

I can make paths in photoshop and import them straight to rhino, but I don't want to trace them in rhino or make paths of the lines, i want to turn a set of blueprints into lines that I can use in rhino. Is this possible?

You would need to turn your pixel data into vectors first. IE. Trace over your shapes with paths. Rhino can't actually generate curves from pixels.
