I have a character that is moving forward for 5 steps, so I have animated it for step one and done out of range Relative repeat from then on so that he continues going forward however after I want him to stop.
Is there any way in Max to use the out of range contrller for a while and then resume manula control from there?

first you should use "animation blocks" instead of "out of range" for your cycle.
second you have the "create out of range keys" in the track view utilities wich will do what you just described, but i don't think it will work well for you.
you should use the blocks in the global tracks rollout in the track view.

I just found the create keys from out of range and thats ok
I know blocks would be better however I have not got them to work yet, are they easy to use?

they are not difficult you just have to make sure that the last key is exactly the same pose like the first key.
they are much more comfortable and you can change your speed cycle in each block

whats this "animation block" you are talking about? I am new to controllers and the such ;)

You can group a set of keys togther and store them in blocks of keys.
You can then save these and mix blocks of poses together.
