Did you google? Using a combination of blender, IBL, and HDRI turns up a number of tutorials (http://biorust.com/index.php?page=tutorial_detail&tutid=73) and plugins (http://www.stormpages.com/eeshlo/Blender_IBL.html).

Yes, you can do it (and very easy) with Blender and Yafray.
Assuming you already got the angular light probe in HDR format (the mirror ball picture :D ) you just load it as the World texture and render with Yafray.
