A way that a face should be modeled? or that most artist do?
Such when the polygons should circle around the mouth area?

For animation purposes, its better to build your mesh with edgeloops here's and example of how you can represent the face's muscle topology:

Of course it all depends on your target polycount, when you have a restricted budget, try to build the same flow but with fewer polys. Make a bunch of heads for practice and check other modeler's wireframes while you model.

look through all the posts on this section of the forum. Most people post wireframes which give you an idea to how they approach their topology
