I'm confused...
You want this image converted to 3D or you have a 3D image that needs to be 2D?
Shouldn't you post this where people do 3D? This is a 2D Area. :p

he want's projections from the perspective view... but that's going to be difficult as there's no information about hat goes on at teh back end of hte image, and the perspective seems distorted to me... you're going to have to eyeball it, even if someone were to create projections from this image two people could come out with completely different projections, for instance there's no way to really tell how curved the front edge of the bonnet is, it may even be creased or it migh not. it looks like there's a crease at the edge of the bonet, but i may be wrong...
if this is a aying gig you need to get your client to give you better reference than this alone if they want an accurate model, if not you can always attempt to frontally project the image onto some simple geometry placed where the car is... i mean really simple here, just a slightly deformed cube would do, then rotate the camera around your basic geometry and render the views you get that way. otherwise it shouldn't be too difficult for you to do a rough eyeballed job that should look reasonably close without having projections.

I fail to see the point, still. The concept sketch and the final car share nearly identical form and fealing. The only diferences lie in the details. Get the basic model form down and modify the details to get the conceptual look.
If you just want some line work for the basic lines of the side shot, why dont you print it out, trace it with a fine point pen (tech pen), scan it back in and use that for ref in your viewports (if that is what you are after)?
Like I said, I really dont get the point, so I may be off.

I'm with S14 Racer, there is no point. The concept sketch and the real car are practically identical, and if there is any difference, then it is so minimal it's rediculous pointing out. You may as well use the photos as reference.
Either way, those pics may help others to do the projections you want...particularly regarding what the rear looks like.
