Spray Paint kinda effect

Well first, you'll need to turn on the airbrush setting on your brush. That will get you some buildup while you hold down the pen.
As for getting a spray effect like that, you're going to have to experiment with some brushes. If one doesn't suit, you'll have to make one of your own. They're quite easy to do, and you get some cool brushes by experimenting!
