Copy/paste selections offset? How to disable?

I'm not sure if there's a way to turn the offset off, but you could try hitting Ctrl-J (or Mac equivalent) after you've made the selection. It duplicates the selected parts in a new layer, without any offsets.

Hit Ctrl-Shift-J if you need to Cut & Paste the selection (rather than Copy) to a new layer.
