you can use - and + to size it , but the better way is use your MMB to move them , so the manipulator wont be in your way , you can constrain the tool to one axis by either clickin on one arrow and then you can use your MMB or you can constrain it by holding down W , E , R (whatever you need) and LMB at the same time and then you can select which axis to constrain , after you constrain like that , it will stay on that axis whenever you click on a vertex , it will stay till you press the tool shortcut again.
hope this helps

i mean to toggle the visibility of the manipulator....reason being...if i have a few verts that are close together and i want to deselect/select a vert....i keep clicking on the handles instead of the verts!!

i usually press q if i want no handle - and then back to w when i'm done selecting

Try this.
off:
manipOptions -s 0.1;
manipOptions -hs 4;
on:
manipOptions -s 0.1;
manipOptions -hs 4;
It's actually to make it really small that fake to hide it.....

not really......
+ and - can't change the size of arrow head....
while using this peference setting or command.. you can make the arrow head smallest that seems to be disappear...
If I could remember...
