create a road using a vector app. of choice, I use CorelDraw.

Next,
vector out some numbers, import on top of the road, use a blend mode and keyframe motion along with blur.

I used a more realistic road photo on top of that, keyframed motion along with blur and used a blend mode.

Oh wait... The rain!

Vector out some circles, lay on top of road and apply a position.wiggle expression with semi-eradic values like (33,24,40)

Rotate the road in Z space 90 degrees, lay whatever you like on it, light it up and it could look something like this.

The foreground rain layer could be done by using the same position expression but with thin needle like vector shapes. I used Lightwave PFX. Here is an older test render of a part of my animation.

Nah man, I wasnt foolin around when I said that. I honestly believe when you post the finished animation you are seriously gonna leave an impression on peeps. Im still blown away by what Ive seen already and its a completely different approach to animation. - J

Well, you sorta called me out on that one I guess. I used a particle emitter in Lightwave for the foreground rain... I'm sure it could be done with vector shapes and the wiggle expression though, with similar results... Later!
