because i want to put just a little bump on the pave way texture.

You can use displacement for the cracks for more realism.
Just layer all kinds of stuff on top of each other.
And yes , both bump maps and displacement slows down the render (displacement slows it down more)

The answer to both of your questions is yes.
Bump map really increases rendering time. That's an unfortunate reality.
And it also directly affects that anti-aliasing. For instance, if you put a too strong bump maps or not enough sampling values, you will get flickering artifacts on the screen if the camera moves in the scene.
The tricks to avoid that are:
- Put the lowest possible bump value (Factor). Bump is there only to provide a feel of the surface, not to distort it. Too strong values result in unnatural black spots that may flicker on the screen.
- Use high sampling values. In case you have a high resolution map with lots of details, lower the anti-aliasing treshold to 0.025 and the sampling to 0/3.
- Use elliptical filtering. This will greatly reduce the impact of the bump contrast (causing flickering).
