We have a character inside the frame with his back turned on us. We can see his head but not his face(since he has he's back on us). And he speaks. It is correct to Use (O.S.) or Just normal dialogue will do?

No, if he is in frame, then there is no need to use O.S. That is generally reserved for when you hear a voice before you see the character.
I would probably go for something like :
BOB
(Facing away)
I'm terribly intriguing when i face away.

(Turning to find the
source of the voice)
Yes, this is indeed a very typical movie moment.
