Edit first, the do the FX. Make sure to have some 'meat'(not sure if this is the right translation, but that's how it is called in german) in front and on the end of the clips/sequences you do the fx on, just in case you have to correct the edit.

I am guessing he means "Head" and "Tail" frames.

We got a winner! Indeed, tail and head. In german the same stuff in editing is called 'Fleisch' which would be 'meat' if translated word by word.

Also called "Handles".
Usually we do fx with 4-8 frame handles in case the edit changes a little here or a little there because the movies is usually ever changing even while we work on the vfx. The edit is often not locked till half way through or even up till the last minute depending the project.
