Wings3D is an open source 3D app (which has a forum here on cgtalk) which is a poly modeler with uv mapping as well as plugins for many renderers. The only thing it lacks is animation which is something the Wings community strongly desires. Basically what Im asking is how difficult would it be to find someone who could donate time to writing such a plugin? Wings is written in a programming language called Erlang which is a language developed for Ericsson (the cellular company) to do telecommunications. It is a logic syntax language based on Prolog and the machine code runs on a virtual machine. Sofar a programmer has started work on a rigging/animation plugin and has gotten bones to work in the view port.
