transition effect - or is it?

I just saw the Microsoft Innovation or whatever website, and they have a wonderful effect in the main animation (not in the intro), and I was wondering if there's a way to do it in After Effects. (I could not do it, unless I start animating a whole bunch of masks... :D)

Randomly overlapping animated circles used as a matte. Should be simple enough to do even without having it as an instant plugin based effect.
