ive read the other topics in this forum and ive noticed that all of them require you to have the game or u can only build a modd for a game. is there a engine that allows u to make your game and then have it avaible for other people to download and play without installing a entire other game?

If you don't want to mod an existing game, there are -lots- of game engines out there, ranging in price from free to mega $$. I think there's a stickie in this section on game engines you may want to take a look at, as well as search for "game engines". Many people mod existing games because it can be easier, faster and cheaper than trying to create a game from scratch, but there are lots of "indies" out there that do it entirely on their own.
