Although I've never tried myself, I'm told that this guys AFX plugins has a tool made specifically for this effect:

ive seen that spot awhile ago too and wonder how they did it so i did some experimenting and this is what i came up with. this effect can be done using the smear effect i think its under the distort menu, be warned this effect is render intensive. another way would be the Keylight effect i know this is a keyer(dont key anything) but it has a cropping tool that will allow you to stretch part of your image making the pixels look sort of smeared this can only be done in an up, down, left or right direction. i cant say this will work the same way as in the spot your reffering to but it might get you close.
EDIT: the link above also contains a smear effect that would work good.

heres an example of the Keylight method which renders faster:

hi!
nearly every plugin by the foundry (keylight [as mentioned before], tinderbox 1-3 toolsets) has the option to crop and smear the pixels. maybe you can combine this with cc smear (cycore effects are bundled with ae pro) to let it appear more fluidly.
good luck,
payton

you can even smear with stylize->mosaic. you will get some more control here

Wow! Thanks for sharing all sorts of methods to do the infamous GMunk Pixel Stretch effect. To bring this to another level, how do we do the same effect in 3D? (there are certain scenes in the truck video which are "3D pixel stretches" and not just mere repeating the pixels from top, bottom, left and right) Animate the extrusion of the surfaces?
