Is Vray able to render HairFX hair?

It is indeed - make sure the hairfx render bucket size matches the vray one or alternatively let hairfx user geometry mode so you can like it the same way as any other max object. The other benefit of this is that you get vray motion blur, gi and dof working on the hair. Make sure the vertex count of the hair is fixed though - if the amount of vertices in the hair changes from frame to frame (like an animated spline with optimize or adaptive turned on) vray wont be able to motion blur it due to changing topology.

Hi again, have some more questions.

How does Vrays GI work with HairFX hair. And how about Vray shadows??

The only way to get that is to get the hair to render in geometry mode, then you can use any vray light, shadow or material. You're often better off doing this as if you are rendering with vray motion blur then it's very difficult to get the hairfx buffered render effect to match up blur wise.
