When you put an image on an enviorment pass is there a way to mess with the visibilty options? I know if I have the image projected on a surface it would be possible but im not sure if its possible when its a enviorment pass.

the visibility of what?
of the image in the background?

in the environment shader you have options for the contribution to several elements, one of them is the backdrop.
is that what you mean?

When I render region I see the enviorment shader in the bg, Id like to render and not see the enviorment shader Im using. Im using a hdri image for the enviorment shader and final gathering.

as I said, check your environment node and turn the background contribution down to 0

3 sliders in the environment shader PPG...

Background
Reflection
Image Based Lighting (can't remember which term they used)

Turn Background to 0.
