How to make a hair like these???

It looks to me like ... white paint with a pressure sensitive brush. Nothing really wonderful about it since there are no shadows and highlights. What are you having a problem with exactly?

anouuu.... I was so surprised when I saw the pic you were refering to, Plusion... :p

Yep, Kirt is right. Pressure sensitive brush and white paint. Then you just color the hair as per normal... first creating the general shape of the hair, then adding the detailed strands later...

This pic was, after all, a speed paint, so I did the hair real fast without any shades. Er... That answer ur question? :)
