i have been searching for some guides tutorials or books an the principles and practices of digital color grading with little success...
if anyone knows of any such articles or books i would be very grateful for any suggestions...
also, has anyone had any experience in compositing CG elements to video and is it best to match the CG to the non graded footage the do the grading or to grade the video first and match the CG to that...

Scroll down to: "12 Weeks to Go". Gives an overview on how they used Discreet (Autodesk) Luster to color grade the shots. Some great stuff on that site.

I am not sure about books on color grading but I can speak on how we just finished 2 commercials...
We did not use telecine to get our plates. Instead we scanned all the selected parts and we did a neutral grade. We then worked the cg so it was also neutral and did the comps. After it was all said and done, we did our color grade on it and it worked really really well. It was a really great way to get to the work faster and with better quality.

What is the diff between color correction and color grading?

color correction is done on comps and a color grading session is a session where the overall colors are matched from one shot to another and final tweaks are made on pieces of the whole so that it looks great and all works.

Just to add, there is also "color timing", which is the photo-chemical way of doing the color matching (as opposed to scanning all the film and doing the color matching digitally). But I guess only those of us who will work with developing film still use it . . . ;-)

It kind of looks like your the only one recommending that book. Read the reviews on amazons page, their terrible.
